If you mean the character's culture, then battanians. Empire has extra bonus to having a cultural alliance with 3x as many towns so easier to govern your fiefs as you are most likely to receive fiefs in an empire anyway. The forest speed debuff reduction is the best bonus though. Too bad Sturgians lost this just for snow instead of forests.

Culture to me means that a lot of people on the bus are speaking foreign languages and there's a high rate of immigration. I don't necessarily mean restaurants but like dollar stores and places that sell international groceries. Street vending and fusion restaurants such as Chinese Fried Chicken and The Halal Guys.
